When are you not a beginner?
Title pretty much says it all...
I'm in a class where we'll be using C to program Assembly language, which (to me) seems a little complicated - at least more difficult than Beginner. Yet I still consider myself a beginner in programming (freshman in a 4-year college). So what is the cutoff between the Beginner section and the General section?

I would say it depends more on the topic you want to ask or talk about than on your actual experience level.
Beginner topics tend to be more related to syntax, or what functions can or cannot do, while topics in the general programming forum may be more related to specific cases where some prior experience is needed.
