Edit: it maybe called Blender. I can't remember which one lol. But it's a free open source modelling tool that I believe exports to MilkShape.

Blender hasn't had a MilkShape exporter until very recently in the SVN builds. Get it here.

Notice that python link in there. You'll need Python 2.5 to use the export script.
