Hello, I'm looking for a Photoshop-like software that allows me to do some pretty cool things, mainly for 2D games development. I want to be able to create my own sprites and resize them when needed. Though, I cannot afford the monthly Photoshop fee, is there an alternative?
I've also had good experiences with Inkscape. It's a vector graphics program, but it (of course) can export to your usual .jpg and .png files. It too is free. https://inkscape.org/
It depends on your needs. If you want to edit photos, you can use ACDSee, it has a marvelous editor. If you need it to draw - better to use SAI. I have Gimp, but honestly, I don't like it. Photoshop is the best, and I've tried many apps. I use Photoshop even as a mobile version, I've taken it here: http://freepps.top/apps/photography/adobe-photoshop-express It has some functions that you can use for free. For the Instagram or Facebook needs it's enough.

To be fair Gimp stands for GNU Image Manipulation Program - it is not exactly designed for drawing.
However I'm confounded why no one ever mentions Krita. It's very feature full it was influenced by SAI and - best of all - it's free as in freedom! If you were unimpressed by Gimp that means you were probably looking for Krita all along!
