I don't personally blog, though I have thought about starting one up a few times. Though to be honest I couldn't find enough stuff to write about to make it worth while.
Is it as simple as it sounds? Well that really all depends on you and what you want to blog about. Think about stuff like, do you have enough things to write about to have enough posts to keep viewers interested? If you are doing an educational blog do you know the subject(s) well enough to actually give advice on them? Do you enjoy writing and are good at it? etc. etc.
Basically only things that you can answer for yourself.

In my opinion I wouldn't drop any money on it at first. There is plenty of free website builders out there and also free hosting services that you can use. Then after awhile if you find that you like blogging then you can consider upgrading to your own domain/premium hosting and maybe buying a nice blog website or paying someone to build one.
No need to waste money if you aren't sure if you will continue doing it or if you will even enjoy it in my opinion.

Wordpress is the first that comes to mind. You can get a free wordpress blog and the software to keep it running smoothly. It is quite easy to use and if you do want to get a more professional look and feel to your blog later there is plenty of premium themes available.
Wix -

A free website builder that provides some pretty nice looking templates. Worth a look if you want a more custom website and don't want to deal with the HTML/CSS and the backend.
GitHub Pages -
https://pages.github.com/
Free website hosting (1 Personal page per user, 1 page per project) through github. I would recommend this if you want to try and create a blog on your own or want a bit more control over everything. There is also quite a few blog templates out there already that use Jekyll
