Well, within a given time limit isn't very fair... I find that some people will rush in and get a very crude job done in a very short time whereas others will sit back and think, write out on paper any problems first and such, then solve problems in there own method before building it on a computer to tackle the problem given.
Of course a competition can't go on indefinitely but I mean like a 1 month entry time or something, do it at your own pace.
