make bootabe program

Hi guy:

I need help to create a very simple program that can print something like:
cout<<"hello";

I want this program bootable "work without any operating system",,

How can i make this program become bootable ,,,

Note: I don't have a Floppy disk,,
i have a DVD or flash memory
