Does c/c++ main/caller source calling a function/library dynamically still need its declaration header like that of done statically ?

Yeah, it's completely different now. The linked thread was the original question. Edit: He also almost never replies to the other threads he creates. All of his threads appear to be a waste of time.

Could be worse. At least he doesn't seem to be a stealth spammer. Perhaps he just has difficulty communicating.
