Does C++Builder GUI Skins Look Better! When Can I Find Them?

I read some articles that C++Builder IDE got more elegant skins than .NET skins. Right? Where can i find them?

Is building Windows Program (GUI) under VCL makes safe code (like .NET)?

Does VCL need a framework to be installed in a PC so the application can work?
